Hurricane Season Appliance Checklist for Jacksonville Homes

What to do before, during and after a multi-day outage: food safety timings, the restart order for built-in refrigeration, and the mistakes that cost a board.

Jacksonville’s real hurricane risk is not the wind. It is the outage: a storm that never makes landfall here still takes down feeders across Duval, St. Johns and Clay counties, and restoration in a mature tree canopy takes days rather than hours. Add roughly 68 thunderstorm days a year on top of named storms and you have a region where every household with serious refrigeration should have a rehearsed plan.

This is that plan. It is deliberately boring, and it is in the order you actually do it.

Before: the week the cone appears

Freeze thermal mass. Fill containers and bottles with water and freeze them, and fill any empty space in the freezer. A full freezer holds safe temperature roughly twice as long as a half-empty one, because what protects the food is the frozen mass inside, not the cabinet. The same ice is drinking water later.

Turn everything down. Set both compartments to their coldest settings a day or two ahead. Pre-chilling the contents is free hours.

Make the coin test. Freeze a cup of water solid, set a coin on top of the ice, and leave it in the freezer. If you evacuate and come back to find the coin at the bottom of the cup, the freezer thawed completely and refroze at some point — which no amount of feeling the packages will tell you. If it is still on top, nothing thawed all the way through.

Consolidate. Move what you actually care about into the freezer, toward the back and low. Put raw meat on a tray on the bottom shelf so a thaw does not drip onto everything below it. Take a photo of the contents of both boxes: it is a two-second job that becomes an insurance claim document.

Check the seals. Close each door on a dollar bill and pull. If it slides out with no drag anywhere around the perimeter, the gasket is not sealing, and a bad gasket during an outage costs you hours you do not have.

Deal with the water. Empty the reservoirs on built-in coffee systems and steam ovens. Run the dishwasher and leave it empty. Empty the washer. Four days without air conditioning in a Florida August turns standing water in a sealed appliance into a mould problem you meet in week two.

Know your panel. Every breaker labelled, legibly, before the storm — not by flashlight during it.

Before: the last few hours

Once the refrigeration is as cold as it is going to get, open the breakers for the ovens, the cooktop, the dishwasher, the laundry, the wine storage, the ice machine and anything else with a control board. Leave the refrigerator and the freezer running on utility power until it actually fails, then open their breakers too.

This matters more than most people expect. The damage we see after storm weeks is rarely from a lightning strike. It is from restoration: power returning hard, or returning as sustained low voltage while the utility works a circuit back up. A brownout is harder on a motor and on an inverter drive than a clean outage is, and no surge protector addresses it. An open breaker does.

If you have a whole-home surge protective device at the panel, this is the moment to look at its status indicator. They are consumable, and one that has quietly failed protects nothing.

During: the two rules

Keep the doors shut. An unopened refrigerator holds safe temperature for about four hours. A full freezer holds for about 48 hours; a half-full freezer for about 24. Those numbers are the USDA’s, they assume the door stays closed, and every opening spends a real fraction of them. If you will be reaching for drinks and snacks repeatedly, load a cooler once and live out of it.

Generators go outside. Well away from windows, doors, vents and screened enclosures. Never in a garage, not even with the door up. Carbon monoxide is odourless and it kills people in Florida after every major storm. Feed the house through a transfer switch installed by an electrician — never back-feed through a dryer or range receptacle, which energises the utility line a lineman may be working on.

If a generator is running the refrigeration, put a thermometer in each compartment and read it. Undersized or unstable generator power runs a compressor without ever getting the box to temperature, which looks like success and is not.

Dry ice is the other option. USDA guidance puts roughly 50 pounds as enough to hold a full 18-cubic-foot freezer for about two days. Wear gloves, never seal it in an airtight container, and keep the space ventilated.

After: temperatures first, food second

Read a thermometer in each compartment before you make any decision about food. Do not judge by touch and do not, under any circumstances, taste anything — the organisms that cause foodborne illness do not change how food looks, smells or tastes.

The rules are simple and worth following exactly:

  • Discard anything perishable that has been above 40°F for two hours or more: meat, poultry, seafood, eggs, milk and soft cheeses, cut fruit and vegetables, cooked leftovers, and anything containing them.
  • Refreeze freezer items that still contain ice crystals or that read 40°F or below. Quality drops; safety does not.
  • When in doubt, throw it out. A freezer’s worth of food is cheaper than an emergency room.

Hard cheeses, butter, unopened shelf-stable items, whole uncut fruit and most condiments survive fine. The judgement calls are all in the protein and dairy.

After: restarting in the right order

  1. Wait. Give it several minutes after utility power returns to confirm it is stable rather than flickering.
  2. Refrigeration first, one appliance at a time. Close its breaker, let it start, then move to the next. Do not close every breaker at once and let the whole kitchen inrush together.
  3. Wine storage next. It has been drifting warm and it wants to come back slowly.
  4. Everything else last — ovens, cooktop, dishwasher, laundry, ice machine.
  5. Note the time. Write it down.
  6. Assess at 24 hours, not at one. A built-in that has been off for days is warm all the way through, including its own mass. Refrigeration setpoints are typically 38°F for the fresh food compartment and 0°F for the freezer, and an ice maker will not resume production until the freezer is genuinely at or below 5°F. If the box is still not at setpoint 24 hours after a proper restart, that is the point at which it needs a technician.
  7. Dump the first ice. Two or three batches, minimum. Ice that partially melted and refroze has absorbed everything else in that freezer, and if JEA issued a precautionary boil water notice, the supply line needs flushing before the ice is worth keeping. Consider changing the water filter afterwards as well.

What not to do

  • Do not taste anything to test it.
  • Do not put warm or partially thawed food back into a freezer that is still recovering — you are asking a struggling appliance to do the hardest job there is.
  • Do not run a generator anywhere with a roof over it.
  • Do not back-feed the house through an appliance outlet.
  • Do not power up an appliance that has been in flood water. Cabinet insulation holds water indefinitely, motors ingest silt and salt, and boards corrode for months afterwards. Photograph it and call your insurer.
  • Do not keep opening the doors “just to check”. The thermometer tells you what you need to know from outside.
  • Do not assume a blank display means the appliance is dead. It frequently means a control board or a power supply, which is a part rather than a replacement.

Every August we get the same three calls: a built-in that will not wake up, a freezer full of food somebody is not sure about, and an ice maker that never restarted. The first is a repair, the second is a checklist, and the third is usually just a freezer that has not reached 5°F yet.

Step by step

  1. 01

    Days out - freeze thermal mass and make the coin test

    Fill containers and bottles with water and freeze them. A full freezer holds temperature roughly twice as long as a half-empty one, and the frozen water doubles as drinking water. Freeze a cup of water solid, put a coin on the surface, and leave it in the freezer. If you come home and the coin is at the bottom, the freezer thawed completely and refroze while you were gone.

  2. 02

    Days out - turn both compartments down

    Set the refrigerator and the freezer to their coldest settings 24 to 48 hours ahead. Pre-chilling the contents buys real hours, because what keeps food safe during an outage is the thermal mass inside the box, not the box itself.

  3. 03

    Days out - consolidate and label

    Move what you will genuinely want to save into the freezer and toward the back. Group raw meat on the bottom shelf on a tray so that if it does thaw, it does not drip onto anything else. Write today's date on anything you would otherwise have to guess about later.

  4. 04

    Hours out - drain what holds water

    Empty the reservoirs on coffee systems and steam ovens, run the dishwasher and leave it empty, and empty the washing machine. Standing water in a warm house without air conditioning for four days is a mould problem you will find in week two.

  5. 05

    Hours out - switch major appliances off at the breaker

    Once the refrigeration is as cold as it will get, open the branch circuits feeding the ovens, cooktop, dishwasher, laundry, wine storage and ice machine. Leave the refrigerator and freezer running until the power actually goes out, then open their breakers too.

    Restoration is more dangerous to electronics than the storm. Brownout voltage while the utility works a circuit back up is harder on motors and inverter drives than a clean outage.

  6. 06

    During - keep the doors shut

    An unopened refrigerator holds safe temperature for about four hours. A full freezer holds for about 48 hours, a half-full freezer for about 24. Every opening resets that clock. Decide what you need, get it in one trip, and use a cooler for the things you will reach for repeatedly.

  7. 07

    During - run a generator outdoors only

    Portable generators go outside, well away from windows, doors, vents and screened enclosures, and never in a garage even with the door open. Feed the house through a transfer switch installed by an electrician, never by back-feeding a dryer or range receptacle.

    Carbon monoxide from a generator in a garage or lanai is lethal within minutes and has no smell. This is the single most dangerous item on this list.

  8. 08

    After - check temperatures before you check the food

    Put a thermometer in each compartment and read it. Do not judge by touch, and do not taste anything. Food held above 40°F for two hours or more should be discarded, and food in the freezer that still has ice crystals or is at 40°F or below can be refrozen.

    Never taste food to decide whether it is safe. Bacteria that make people ill do not change the smell, taste or appearance of food.

  9. 09

    After - restore power in order, one at a time

    Wait a few minutes after utility power returns to confirm it is stable. Then close the refrigeration breakers first, one appliance at a time, and give each one a moment before the next. Leave the ovens, laundry and dishwasher until last.

  10. 10

    After - give refrigeration 24 hours before judging it

    A warm built-in that has been off for days will not reach setpoint in an hour, and its ice maker will not resume until the freezer is genuinely at or below 5°F. Note the time you restored power and assess at 24 hours, not before. Discard the first two or three batches of ice regardless.

Questions this raises

How long will food stay safe in the refrigerator without power?

About four hours if the door stays closed, which is the USDA guidance and is the number to plan around. A full freezer holds safe temperature for roughly 48 hours and a half-full freezer for roughly 24. Those figures assume the doors stay shut — every opening costs you a meaningful fraction of the remaining time.

Can I refreeze food that thawed during the outage?

Food that still contains ice crystals, or that is at 40°F or below, can be refrozen — quality will suffer but it is safe. Anything held above 40°F for two hours or more should be discarded, and that includes meat, poultry, seafood, eggs, dairy, soft cheeses, cut fruit and leftovers. Never taste to decide.

Does dry ice help?

Yes, and it is worth knowing the ratio. USDA guidance is that about 50 pounds of dry ice will keep a full 18-cubic-foot freezer cold for roughly two days. Handle it with gloves, never put it in a sealed container, and keep the room ventilated because it sublimates into carbon dioxide.

Should I really switch the refrigerator off at the breaker?

Not before the outage — leave it running and getting colder for as long as utility power lasts. Once the power is actually out, open its breaker so that restoration does not hit it with a hard restart or an extended brownout. Then close that breaker manually a few minutes after power is confirmed stable.

The power is back but the refrigerator will not start. What now?

Check the breaker and any GFCI in the circuit first, then confirm the panel has a display at all. A completely dead panel after a storm usually points at the control board or the power supply, and on inverter-driven refrigeration it can be the inverter board. Photograph any error code and note it against the time power returned, because that sequence is genuinely useful diagnostically.

Why does my ice taste odd after the storm?

Two likely reasons. If there was a precautionary boil water notice, the system was disinfected differently and the lines need flushing — run several gallons through the supply, then discard the first few batches of ice. Second, ice that partially melted and refroze in the bin absorbs odours from everything else in the freezer. Empty the bin completely and start it fresh.

My appliance was in flood water. Can it be dried out and used?

No. An appliance that has been submerged should not be powered up. The insulation inside a refrigerator cabinet absorbs water and does not release it, motors and compressors ingest silt and salt, and control boards corrode from the inside for months afterwards. This is an insurance conversation, not a repair conversation — photograph everything before anything is moved.
